NZ online casino credit card rules: what changes for licensed operators

Reviewed 25 September 2026. New Zealand’s Online Casino Gambling Regulations 2026 restrict payment methods for operators under the licensed online casino regime. The Department of Internal Affairs expects to issue the first licences in early 2027, so a rule for licensed operators should not be presented as a universal ban already applied to every offshore website.

What does the regulation say?

Regulation 18 prohibits an operator, in connection with its gambling platform, from accepting a payment method involving a credit contract; a credit card is its example. The regulation also specifies other restricted methods. This is an operator obligation in the new framework. Read the regulation itself for its exact scope rather than assuming that a branded wallet, debit card or buy-now-pay-later product is permitted or prohibited in every configuration.

When does the licensed regime apply?

The regulations came into force on 3 July 2026, but DIA explains that implementation is staged and the full licensed regime is not expected to operate until 2027. Its player guidance says the first online casino licences are expected from early 2027. Check the operator’s status and current payment terms; do not treat a claimed NZ licence as established without regulator confirmation.

Practical payment checks

  • Read the deposit and withdrawal terms, including fees, limits and the name of the entity receiving payment.
  • Confirm whether the payment source involves credit. A wallet’s funding source can matter.
