Under the Online Casino Gambling Act, the Department of Internal Affairs (DIA) is facilitating a three-stage process to issue exactly 15 official licenses. By December 1, 2026, the “grey market” officially ends, and any site operating without a license (or a pending application) will be strictly prohibited. The 2026 Licensing Timeline

• May 1, 2026: New legislation commences; stronger advertising prohibitions and the Credit Card Ban take effect.
• July 2026: Formal Expressions of Interest (EOI) open for all operators.
• September 2026: The competitive Licence Auction takes place to allocate the 15 slots.
• December 1, 2026: Official licenses are issued. Unlicensed sites face corporate fines of up to $5 Million NZD.

Why Only 15 Licenses?

The Government’s goal is “Channeling.” By limiting the market to 15 high-quality platforms, the DIA can strictly monitor harm-minimisation. Operators pay a 12% Online Casino Duty (rising to 16% in 2027), plus a 1.24% Problem Gambling Levy, ensuring all platforms comply with local payment standards like POLi and Akahu.

What Changes for Players on Dec 1, 2026?

If you play at one of the “Big 15” licensed sites, you will notice several new safety features mandated by the Secretary for Internal Affairs:

• Mandatory Pre-Wager Verification: You must complete R18 ID checks before placing your first bet.
• Official NZ Trust Badge: Licensed sites must display a mandatory registration icon.
• No Credit Cards: All forms of credit-based gambling are strictly blocked to prevent financial harm.
• Community Returns: An amount equivalent to 4% of Gross Gaming Revenue is ring-fenced specifically for NZ community projects and sports.
