Horse racing betting in New Zealand: rules and odds

Reviewed 25 September 2026. New Zealand rules for online racing and sports betting are separate from the new online casino licensing system. This guide explains who may offer racing bets to people in NZ, how common bet types work and which terms to check.

Who may offer online racing bets?

Since 28 June 2025, DIA says TAB NZ is the only betting operator permitted to provide racing and sports betting to New Zealand customers. The Racing Industry Amendment Act 2025 prohibits other persons, including overseas operators, from offering these bets to people in NZ. DIA notes that TAB NZ’s other brands include Betcha. Check the current provider and market terms before placing a bet.

The Online Casino Gambling Act 2026 is a different regime. An operator’s participation in the casino auction or later casino licence does not authorise it to offer ordinary racing or sports betting. No NZ online casino licence has yet been issued under that process.

Common racing bet types

Win: the selection must finish first, subject to market rules.
Place: the selection must finish in a qualifying position. The number of paid places depends on the event and terms.
Each-way: a separate win and place stake. Check the place fraction and number of places before betting.
Quinella or exacta: select the first two finishers, in any order or exact order respectively, under the provider’s rules.
Tote and fixed odds: tote returns depend on the final pool and deductions; fixed odds are normally set when the bet is accepted, subject to the market’s terms.

Displayed odds and markets change. Read deductions, scratchings, dead heats, settlement conditions and any promotional terms. A higher quoted price does not make a bet profitable or reduce the risk of losing your stake.

Payments, tax and safer gambling

Check TAB NZ’s current accepted payment methods, fees and withdrawal rules directly. Do not assume that rules written for online casino deposits apply to racing betting. Inland Revenue’s offshore online gambling duty is a separate operator tax and its guidance excludes certain sports and racing betting amounts; it does not establish a ringfenced payment from every TAB bet to named community projects.
